Overview of the market
The in-house legal market within the insurance sector in 2025 showed cautious but clear signs of
recovery following a subdued 2024. While overall hiring levels remained measured, confidence
has improved and many insurers moved from hiring freezes to selective, strategic recruitment.

Demand continued for experienced insurance lawyers advising on policy wordings, coverage and
complex claims, particularly in areas such as financial lines, cyber, D&O and specialty risks.
Alongside this, there was steady demand for commercial and corporate lawyers supporting
broader business functions, including procurement, distribution arrangements, outsourcing and
regulatory change.
The second half of 2024’s upward trend in vacancies largely carried through into 2025, with a
noticeable increase in replacement hires and newly created roles driven by regulatory pressure,
portfolio growth and internal transformation projects. Insurers were particularly focused on
candidates who can operate with a broad skillset, demonstrate strong stakeholder management
and add value beyond purely technical legal advice.
While competition for roles remains high, the market in 2025 was more active and pragmatic
than in the previous year, with in-house teams prioritising quality over volume. Looking ahead,
continued regulatory developments, technological investment and evolving risk profiles suggest
a stable pipeline of opportunities for in-house insurance lawyers as the year progresses.
